Québec plays a vital role in Canada’s digital economy, employing more than half a million technology workers—one-fifth of the country’s total tech workforce—and is a hub for artificial intelligence, interactive digital media, and innovation. Yet despite this strong foundation, recent trends point to challenges that could hinder future growth.

A new report from the Information and Communications Technology Council (ICTC) explores Québec’s digital economy, future growth trajectories, and actionable strategies to strengthen the province’s position as a leader in the national technology landscape.

Key findings include:

  • Québec’s digital economy is poised for growth but faces key hurdles. While the province could create up to 196,400 new tech jobs and see total employment of over 700,000 by 2030, this growth is not guaranteed. Economic uncertainty, declining R&D spending, and a persistent gender gap may limit progress.
  • Employers are seeking talent with technical, soft, and business skills. Québec’s most in-demand tech roles require more than just coding. Soft skills, business acumen, and adaptability are now just as essential, but despite a strong talent pool in the province, these hybrid skill sets remain difficult to find.
  • Work-integrated learning (WIL) offers a solution to talent gaps. Programs like co-ops and internships give students hands-on experience and help employers build a stronger talent pipeline. However, Québec needs expanded awareness of WIL programs to maximize impact.

ICTC’s new report, Québec’s Digital Economy: Outlook 2030, highlights the importance of strategic investments in talent, innovation, and research. Supporting work-integrated learning, building hybrid skills, and enhancing R&D spending will be key to future-proofing Québec’s digital economy and ensuring it continues to drive Canada’s broader economic success.
