Sylvain Côté is an economist and public policy analyst with more than 30 years of experience advising governments, multilateral institutions, and private-sector leaders across North America, Europe, and the Middle East.
Over the course of his career, Mr. Côté has held senior roles at leading international and national institutions, including the United Nations Development Programme in the United Arab Emirates, Saudi Aramco in Saudi Arabia, the Organisation for Economic Co-operation and Development in France, the North American Commission for Labour Cooperation in the United States, and the Government of Canada. In these capacities, he has contributed to the design and implementation of evidence-based policies addressing employment, competitiveness, energy transition, and sustainable growth. Mr. Côté has also held academic appointments at the University of Ottawa and the University of Alberta, where he respectively taught economics and political science.
In addition to his executive and academic work, he has served in advisory roles to a range of boards and expert committees. His past engagements include membership on the UNDP Knowledge Index Advisory Board, the OECD-Eurostat Entrepreneurship Indicators Programme, the Saudi Labour Market Strategy Advisory Committee, and the Global Entrepreneurship Monitor National Expert Group.
